Italian airline NEOS S.p.A. filed an application on October 1, 2026, to add a new route to its operating permit in Colombia, according to filing number 2026190010161216, identified under reference number 2729935.
The proposal outlines a service connecting Milan (MXP) and/or Rome (FCO) with Punta Cana (PUJ) and Cartagena (CTG), with return flights to the original Italian airports. The service would be operated using Boeing 787-9 Dreamliner aircraft, one of the widebody models deployed by the airline on its long-haul routes.

According to the application, NEOS plans to operate one weekly frequency. The request also includes traffic rights under the third and fourth freedoms of the air, which allow airlines to transport passengers and cargo between countries under the terms of their authorizations.
The document establishes an important condition for the proposed service: the stopover in Punta Cana would not involve the exercise of traffic rights between Milan or Rome and Cartagena. This means the stop in the Dominican Republic would not, in itself, authorize the commercial transport of passengers between the Italian cities and the Colombian destination.

The filing represents an application to amend NEOS’s operating permit and does not, by itself, mean that the route has been approved or that a launch date has been confirmed.
The proposal could expand air connectivity options between Italy and Colombia, adding Cartagena to an operating plan that also includes Punta Cana as an intermediate stop. However, the final details of the service will depend on the relevant regulatory approvals and the airline’s commercial plans.
