First of all, the update introduces technical and regulatory improvements designed to strengthen the role of the aeronautical authority and enhance the efficiency of control processes. Additionally, it incorporates illustrative graphics and explanatory tables, which aim to improve clarity and facilitate the interpretation and application of the regulation by all stakeholders involved in the aviation sector. As a result, the normative framework becomes more accessible and operationally practical without compromising technical rigor.

Moreover, one of the most relevant changes is the authorization for public or private entities to conduct obstacle surveys within airport environments under a delegated authority scheme. Previously, these tasks were carried out exclusively by ANAC. However, under the new framework, the agency may delegate the technical execution of these surveys while maintaining its non-delegable role as the responsible aeronautical authority for supervision, control, and oversight of the system.
In this context, authorized organizations will be required to perform the corresponding studies and subsequently report their findings to ANAC for evaluation and enforcement. Consequently, this approach is expected to streamline administrative processes related to obstacle analysis, optimize technical capacities, and strengthen operational safety oversight in critical airport areas.
Finally, the update also harmonizes Part 77 with the fourth edition of Part 154 of the RAAC. Therefore, the regulatory framework becomes more coherent, consistent, and aligned with regional standards, reinforcing Argentina’s commitment to maintaining a modern, efficient, and safety-oriented aviation system.
