Aeropuertos Uruguay and the Ministry of Tourism have established a joint fund to support the implementation of the new International Air Connectivity Incentive Scheme, an initiative launched by the executive branch to strengthen new air routes and enhance Uruguay‘s competitiveness as a regional and global tourism destination. Operating under a co-financing structure, the fund provides up to US$2.5 million annually to domestic and foreign airlines operating regular international flights authorized by the National Civil Aviation and Aeronautical Infrastructure Directorate (Dinacia) that contribute to growing inbound tourism.

Airlines that increase the volume of international tourists brought to Uruguay will receive a financial incentive for each additional passenger. Calculations will be conducted bi-annually by measuring passenger volume increases relative to the same period of the preceding year. To qualify, carriers must submit detailed sworn declarations to the Ministry of Tourism covering passenger traffic, route data, and countries of origin. The scheme also includes tailored incentives for airlines launching new international routes that have not operated regularly in the previous 12 months, provided they maintain published frequencies for at least six consecutive months per year.

The initiative was presented by Tourism Minister Pablo Menoni during an address to the Marketing Executives Association (ADM) in Montevideo. Menoni highlighted that the mechanism rewards actual growth through a shared effort between the government and the airport operator. Under the agreement, Aeropuertos Uruguay will match the financial contributions paid by the Ministry of Tourism to each participating airline. The scheme will initially remain in effect for one year, with automatic renewals permitted up to a maximum of four years. Diego Arrosa, CEO of Aeropuertos Uruguay, noted that the joint fund marks a strategic milestone toward strengthening the National System of International Airports (SINAI) and fostering overall national development.
