The decree authorizes individuals, private entities, and airport supply plant operators to import and market Aviation Gasoline Grade 100 at market prices without state subsidies. While opening the market to private entities to prevent supply disruptions, the regulation maintains the operational rights of state oil company YPFB (Yacimientos Petrolíferos Fiscales Bolivianos).

To support efficient supply logistics, National Customs will expedite customs clearance while conducting physical and documentary controls at designated entry points. These oversight measures will be carried out in coordination with hydrocarbon authorities and the General Directorate of Controlled Substances to guarantee operational transparency and security.

The regulatory package also includes additional provisions, giving the Ministry of Hydrocarbons 10 business days to regulate diesel cost structures, enabling YPFB to adjust transport contract rates, and updating the Specific Consumption Tax (ICE) rates on imported diesel and hybrid vehicles based on age.
