Uruguay Establishes $2.5 Million Annual Airline Incentive Fund to Boost Regional Connectivity. The Ministry of Tourism of Uruguay and private airport operator Aeropuertos Uruguay have finalized a joint agreement at Carrasco International Airport (MVD) to launch a specialized air connectivity incentive fund. The public-private partnership supports the implementation of the nation’s new Air Connectivity Incentive Scheme, a strategic program designed to strengthen Uruguay‘s position as a competitive regional travel destination while encouraging international air carriers to expand non-stop flight offerings.

Co-financed by public and private sector contributions, the fund will allocate up to $2,500,000 USD annually to compensate both domestic and international airlines operating across the country’s airport network. Financial incentives will target carriers that directly expand inbound tourism volume or establish new direct routes linking Uruguay with high-demand international markets across the Americas and Europe.

The official signing ceremony gathered key government and industry leaders, including Minister of Tourism Pablo Menoni, Undersecretary of Economy and Finance Martín Vallcorba, Vice President of the Republic Carolina Cosse, and CEO of Aeropuertos Uruguay Diego Arrosa. Officials emphasized that the policy stems from a legislative proposal initiated in 2024 and formally codified as an article within the national Budget Law, which received unanimous legislative support. The incentive program features an initial operational timeframe of one year, with automatic renewal options extending up to four years.

To qualify for financial disbursements, airlines must submit verified operational documentation and passenger traffic metrics via sworn statements to the Ministry of Tourism. A dedicated Technical Follow-up Committee, comprising representatives from both the Ministry of Tourism and Aeropuertos Uruguay, will audit the data to measure tourism impact. Furthermore, airlines seeking incentives for launching new air corridors must commit to operating scheduled services for a minimum of six consecutive months per year and demonstrate at least 12 months of prior commercial operating history.
